What is the Tulsa County First Home Program?

The Tulsa County Home Finance Authority (TCHFA) created this program to help first-time buyers get into homeownership. It offers a below-market fixed-rate mortgage through FHA, VA, or USDA-RD loan types, plus forgivable down payment and closing cost assistance.

The current rate is approximately 6.35% — about a quarter-point below standard FHA rates. The real headline is the assistance: the program provides 3.5% of your total mortgage amount upfront. On the average purchase, that's roughly $9,000 in free money, with a maximum of $17,882.

How does the forgiveness work?

The assistance is a 0% interest second mortgage that is fully forgiven after five years. Stay in the home for five years and you never pay it back. Sell, move, or refinance early, and you repay on a prorated basis. For most first-time buyers putting down roots in Broken Arrow, Jenks, Owasso, or anywhere in Tulsa County, that window is very manageable.

Who qualifies?

You qualify as a first-time buyer if you (and your spouse) haven't owned a home in the past three years. Key requirements:

  • Purchase in Tulsa County — Tulsa, Broken Arrow, Jenks, Bixby, Owasso, and surrounding areas.
